This was easy to create in iColorama.  There is a tab called Rebound.  You add a photo into iColorama, click on Rebound, and the image disappears.  It reappears as you rub the screen of your smart phone or iPad.  The reappearance image has a watercolor appearance.  Flecks of white remain.  I am working on a self portrait image for my next ATC for my international group. Not sure if this is the one though.
